Act 1 General Regulations
Article 1 (Purpose)
The following guidelines aim to establish specific criteria for granting rewards or enforcing penalties in accordance with Article 26 of the “Seoul National University Gwanak Residence Halls Student Dormitory Enforcement Regulation.”
Article 2 (Reward and Penalty Committee)
① The Dean can summon a Reward and Penalty Committee (hereinafter referred to as “The Committee”) to consider important details regarding residents’ rewards or penalties.
② The Committee, under the Dean, will be comprised of the Dean, Vice Dean and any or all employees and Resident Advisors designated by the Dean.
③ The Committee will meet regularly, but provisional meetings may be held whenever the Dean deems as necessary. Reviews of the registered written referrals must be held within 30 days from the time of submission. Meetings to select Exemplary Residents will be held on the October of every year.
④ The Committee may be replaced by the Operational Committee in accordance with Article 10 of the “Seoul National University Gwanak Residence Halls Student Dormitory Enforcement Regulation.”
Article 3 (Function of the Reward and Penalty Committee)
The Committee will review the following matters:
1. Matters concerning Rewards and Penalties
2. Matters concerning the criteria for the selection of Exemplary Residents
3. Other matters concerning Rewards and Penalties that the Committee Head deems as needing review.
Article 4 (Reward)
① The Dean is entitled to reward those who have contributed to the bettering of the Residence Halls or those who have performed commendable actions within the communal dormitory environment.
② The “Exemplary Resident” title is one of such rewards, and its selection is decided by the Dean following the recommendation of a Residence Advisor or employee.
③ Those who have accumulated 5 Reward Points or more within a 2 year period may be recommended for consideration for the “Exemplary Resident” title the same year.
④ Exemplary Residents will be granted priority for the Dormitory Application process, as long as the resident applies for the following year’s Dormitory Application.
⑤ Notwithstanding the requirements of Clause 3, those who have not received additional Reward Points but show promise of influencing others positively through exemplar behavior within the Residence Halls may be rewarded the “Exemplary Resident” title through the review of The Committee.
Article 5 (Penalty)
① The Dean can penalize those who hinder wholesome communal living within the Residence Halls or those who disturb public order.
② Penalization will de decided upon by the Dean after a review from the The Committee of the written referral by a Resident Advisor or employee.
③ Penalization consists of “Permanent Eviction,” “Regular Eviction,” and “Dormitory Application Qualification Restriction” with the following effects:
1. Permanent Eviction: Those who fall under the section “Permanent Eviction” from Appendix 2 must move out of the Residence Halls within 14 days of receiving the Eviction Notice. Moreover, they will not be qualified for Dormitory Application regardless of changes to their academic status.
2. Regular Eviction: Those who have accumulated at least 10 Penalty Points must move out of the Residence Halls within 14 days of receiving the Eviction Notice.
3. Dormitory Application Qualification Restriction: Those who have accumulated 6 Penalty Points or more will not be qualified for Dormitory Application the following year. Even if Dormitory Admission is granted due to oversight, if the accumulated Penalty Points equals to at least 6 points, admission will be canceled.
④ The effects of penalization will hold validity regardless of academic status and will be reported to Seoul National University’s Yeongeon, Hamchoon and Sangnok Residence Halls, where they may still hold validity.
Article 6 (Reward and Penalty Rule of Limitation)
A request for Reward or Penalty points is invalid if the action that calls for such proceedings took place more than a year from the period of request.
Article 7 (Reward Points)
① Appendix 1 lists the criteria for reward points.
② Reward points will be decided by the Dean through The Committee after being referred to by either a Resident Advisor or an employee. The written referral should include the opinions of either the Resident Advisor or the employee regarding the action in question.
③ After considerable review by The Committee, reward points may be given for actions not included in Appendix 1.
Article 8 (Penalty Points)
① Appendix 2 lists the criteria for penalty points.
② Penalty points will be decided by the Dean through The Committee after being referred to by either a Resident Advisor or an employee. The written referral should include the opinions of either the Resident Advisor or the employee regarding the action in question.
③ The recipient of penalty points has a chance to avouch himself/herself by submitting an Incident Report.
④ Penalty points are aggregated with previous points unless it is due to the same violation, in which case the aggregate will be the sum of previous points and 1.5 times the newly received points. The following cases will be multiplied 1.5 times to the most serious action and calculated:
1. If one action violates multiple regulations
2. If a regulation is violated with multiple acts
⑤ If the intention of an act is clear, penalty points can be imposed according to that action. However, the penalty points given can be less than the expected penalty points of the action’s result (based on the criteria).
⑥ Penalty points can be offset with reward points, but not for permanent eviction.
⑦ After considerable review by The Committee, penalty points may be given for actions not included in Appendix 2.
Article 9 (Effective period of Penalty/Reward Points)
Except in the case of permanent eviction, the penalty/reward points in the finalized notice are valid for four registered semesters.
Article 10 (Appeal)
1. For the recipient of a penalty greater or equal to regular eviction to motion for an appeal, he/she must appeal within 7 days of receiving the penalty notice. If the Dean finds the reasons unsuitable, he/she can rule the appeal out and evict the resident.
2. Despite the conditions of Clause 1, the Dean may hold The Committee again if there are additional major findings or a lapse in protocol during the decision.
3. The person filing for the appeal should list in great detail about the specifics of the situation and submit it to either the Resident Advisor or an employee.
4. The corresponding Resident Advisor/employee should submit his/her opinion along with the written appeal to The Committee.
Addendum
Article 1 (Date of execution)
These regulations are in effect starting from the announcement of “Gwanak Residence Halls Student Dormitory Enforcement Regulation”
Article 2 (Penalty/Reward Exceptions)
Penalty/Reward points received prior to the revised Reward and Penalty Regulations can be offset by penalty/reward points within 2 years. Dormitory Admission will be determined based on the result of the offset points.
